No, that will require that we have some central authority to tell us which icos are fine and which are not and that goes against the principles of cryptocurrencies which are supposed to be decentralized, the only way we see less of those coins is if people stop being as dumb as to invest in projects that are clearly nothing but a scam and that is going to take a while in my opinion.
