You're
severely overestimating the average legendary. Legendary means you have been here for long not that you are a knowledgeable or whatever. I've seen newbies who know more and are smarter than your average purchased legendary signature campaign account.

That's not the only way alts are determined, there are many many ways to find alts, merits can be a hint but never definitive, friends meriting each other (despite how shady that is overall) is common, doesn't make them alts
Your evidences still don't enough to point out they're alt accounts cause there are a lot of stupid guys in this forum are trying to destroy other higher rank account by this way
Unless I misread the details, the accused alt of the campaign manager enter his own campaign? Did he not recognise his own address? It means either he sucks at his job as a campaign manager (he should be checking for duplicate addresses anyway), or he was alright with it since like he'll get paid for someone else posting thus he's not worthy of being hired either.
Can you remember exactly your ETH address and recognise it when any other used your address to apply for any campaign? I can't, it's too difficult to me. It's a string of a lot of characters and I think very little member in here can do that. But I'm not sure if they're alt or not, let wait DT member take a look about this case.

I would have to say 95% of the time, using the same wallet address directly or indirectly indicate a singular bounty hunters using multiple identity. So having the same wallet address is usually highly suspected as abusing bounties.
It is also similar to buying or accounts. Buying and selling of accounts does not go against the law but it is deem not appropriate behaviour in bitcointalk so that is why it is these account got red trusts.

Do you receive all your salaries to one account?
Do you hold your money in your fathers/mothers/wifes/childs/friends/cousins/uncles/whatever wallet?
Not trying to defend for myself but in my real life,
- I use the same bank account as my mother and another bank account with my wife. The jointed bank account with my mother is created since when i was young and because it is so integrate to my life, it is quite hard not to use this account. In fact, i try to go to bank to request the removal of my mother but the bank say cant. On the other hand, my bank account with my wife is for certain purpose, and i also do have bank account on my own.
- Salaries credited to one account? Yes and no. When i am only having a main job, of course yes cause of standard catered super salary program which even the companies also taking it up. After i got diff sources of income, i do have different account for different income.
- Not for me but yes for some of the people who is more financial savy in my country. There is a government scheme that allows us to top up our parent 'government fund' and as such able to gain the interest from there. So i do know of some financial advisors do suggest to park $$ in parents fund.
