I think they will get that in Australia as the project is based in that country.
Or they will use a country which has loose regulations in cryptocurrencies?
Waiting for the answer also from the team.
Aiming to be the PayPal of crypto should at least have that license.
Otherwise, this is just another project that wanted money from the community.

However most of team member based in Australia and India but for legal and taxation purposes company has been incorporated in Singapore where most if successful blockchain related and Fintech companies register in there as it has much relax regulation in this regard.

I would request to do more due diligence in white paper, all functional products, road map and team experiences and background to get more confident about the project, having high level and senior people from leading companies like Dell, Symantec and Google is not a easy task, not to mention "PayPal for cryptocurrencies" is a general terms to give a high level understanding for non-technical people I believe you as a professional can appreciate the project and how it can revolutionary make a positive change in crypto economy, Agate would have much more functionality than PayPal in fiat economy due to being decentralise and also being as platform for all developers to run their DApp on it, please make sure you follow Agate news channel and telegram group for very exciting news soon. But still, even if the project is based in some country that is a bit more liberal with crypto the platform itself would have to adhere to the regulations of specific countries it has users in, as does PayPal. In turn, it is still limited to those countries that have liberal views on crypto. Am I not right?

you are right if we want to accept find from customers on that countries because in general terms payment elements of Agate ecosystem has 3 high level module,
1- Crypto & iFiat Ecosystem
2- Cash-out to card
3-Cash-out to bank account

The crypto part its' decentralised and doesn't need any verification or KYC and for the #2 and #3 we using 3rd party financial license which is valid in amost all the countries (except few which are under US sanctions) . I hope I answered your question.
