That has been my experience as well. All my 1080Ti's, be it air, hybrid or water, have been mining @ 200 watts since the day I got them without a single issue. Re. the MSI 1070 Sea Hawk that failed, don't get me wrong, I pretty much ended up scoring a 1080 Sea Hawk for $400, so no complains on that front from me!
You were sod out of luck if one (or more) of your GPUs was failing a couple of months ago. All you'd get as RMA were bottom of the barrel cards (some might actually have been failed cards that the resellers tried to flog back to you as replacement again). Out of 25 GPUs I bought in early 2017, one of them was faulty (got it refunded and bought a new one within a day).
My friend built three rigs in Dec and Jan when the GPU market was dry. 4, possibly even 5 GPUs were DOA (or failed within a week).
