Maybe this was already asked but where do you plan to domicile the exchange and do you imply that you already have a license for the exchange? What kind of license? securities dealers license? To this day, there has not been one centralized exchange with a legit securities dealers license but by Q4 2018 we expect one.

As far as I can remember the thread was titled "Swiss Licensed Exchange" correct me if I'm wrong but that's what I remember because I have followed this thread long before the ICO ended. I suppose that's the clue there. But let's wait til OP comes back to clear this up.
