am looking for a virtual assistant to build a ICO from scratch, Currently I have written a white paper and now looking for the website to be updated and also to create the smart contract.

whats the best way to go about finding someone and also paying them, would this be a bounty or airdrop.

will also need advertising and promoting so that would be in the form of bounties.
