just this week I've seen many cases of ICOs with this same problem, maybe they are projects executed by the same scammers
I am working hard everyday to findout this kind of ICO. Because they are not only scam people's money also many forum members spending time on their bounty. It's very important for me to save both, money and time. Once i find like this case i will post here.
Recently I have seen like well reputed managers getting their bounty. They didn't minimum research, it's harmful for forum.
