I don't think bounty manager should be blamed because ICO project doesn't pay token for bounty hunters cause bounty manager just take responsibility to manage bounty and pariticipant, they can't affect to bounty distribution. Beside, I think we got scammed just because we chose wrong bounty to join not because of bounty managers
