It is not about of the low number of new investors coming in the market but it is about the crisis. We can not stop the moment that there will always a situation like this in the market and i believe the bad market can attract a new investors to buy a good coin because they can purchase it low and can wait the time to sell it at high price.
The crisis you're talking about is simply because of the lack in good news.
At this point, all things were negatively affecting the market (mt gox sell off, different regulations/ban, hacked exchanges etc).
Bad/bear market? Yeah people could buy in at low but don't forget, there would always be some which is afraid to invest on falling prices.
IMO, people who are buying right now are risk takers.
