I think that the answer of what you are wondering relies on the hands of the recruiter, I mean they are the one who needs workers right? So I think that when it comes to this the recruiter will be the one to choose if they will accept a part timer or a full timer.

You have a point, but i think I know what was Natsu_koo pointed out if there will be a part time jobs for part timers? yes, maybe there is! because as what he had said that he thinks that once the project will be launched there will be a lot of applicants and we all know that among us there are some people can`t work full time jobs maybe for some reasons but it really depends on the recruiter if they will accept those people.
