Correct. PoW is now over.

However, if you have asics, fpgas, or gpus and would like to still be able to earn Bulwark with them, you can head over to https://www.mining-dutch.nl/ and mine on their pool. It's a profit changing pool and they will continue to allow Bulwark as a payment option to auto-convert to.

So with that neat little loophole/partnership, you can still technically earn Bulwark with your miners.

How's you espierience with this pool? I have tried to mine something there but the commision was high and i got feeling that I could do better anywhere else with my rig.

I've used MiningDutch quite a bit. It's very useful for mining whatever is most profitable and getting to get paid in the coin of your choice instead of having to wait for mining payments, send to an exchange, sell, and then buy the coin you want.
