If your english is so top level... how did you miss this:
If you Jr member and you already earned 9 merit then you can apply for one merit.

It would appear that you have totally missed the entire point of this thread. It isn't some merit charity... he is looking for people who only need one more merit to rank up to member, but whose posts he is not likely to see... it gives these people a chance to have their post reviewed and possibly earn a merit.
