I've been also screwed by this so called "Mark Niggerson" (see post

and had e-mail communication with him.
Look like he is in UK ... i know UK is big but maybe someone have better knowledge than me to find people ...

Most ISP's in the UK use dynamic IP addresses (as you pay extra for a static IP). However they're all O2 owned IP addresses.
You can file a complaint to the police (
http://www.actionfraud.police.uk/) and include the IP addresses.
The Police can query O2 who can put the IP address to a customer at that specific times (very easily infact).
I would also file a report to
abuse@o2.co.uk for racism (user's name) and fraud.
They'll kick him off the network pretty quick, especially if you've already reported the matter to the police and obtained a crime reference number.
