Personally, it seems to me that it wouldnt happen without efforts of 0xcert, including work on attraction of attention to the project.
Hmm did the 0xcert team take part in development? I thought that it was made by the Ethereum team members.
William Entriken is the main author of the ERC721 standard, he is also an advisor to 0xcert.
