Yes, after developers have collected big money on ICO they stopped to do nothing, they cannot even get listed on IDEX, they can only ban people in their telegram chat.
they can get listing on idex. it is for free. they just do not want to do that. if they will listig i any exchage, their own shity exchange will have no volume.
