Yes this is good time to buy on decentralized exchange like IDEX or EtherDelta, and once your coins listed on offcial exchanges it will be good for you, but your coin never listed or it's scam, that's bad.
What do you mean by official exchange? I haven't heard anything about it? Usually coins are listed where the project wanted it to be put whether decentralise or centralise exchanges. One good thing though is that if their tokens could get listed on a big trading exchanges then chances are, the price could increase. I don't know how the process works, but for top 10 exchanges like Binance, it might take time to get listed, maybe because they really have to evaluate the project and the coins itself, that's why usually IDEX and ED is the first place we will see our tokens listed.
