Unpaid balances carry over, so start time is irrelevant unless you only want to mine for one pay cycle (in which case, you'd have an unexchanged/immature balance left sitting there after payout, anyway -- I guess stopping mining a few hours before next pay cycle would minimize unpaid balance when you leave the pool). ASAP is generally the best time to start mining.
