Unless you have direct control over the output of that transaction (ie. Address 3PjXj8638jAnrkBWCFp8tdJjAXXQhzD63a is in a wallet you control and not an exchange or deposit address at some online site) you will not be able to do a CPFP transaction.
And I doubt you can use Replace-By-Fee (RBF) either as there is no change generated in that transaction.
