I think it is not risky. This is the best time to buy ETH. For me when the market is low that is the right time to buy. Seeing the potential of ETH it has a high volatility like Bitcoin. It is better not to miss the opportunity and have one for myself. For other altcoin especially ICO token, it is a good opportunity. A good earning in return for short term goal.
