I dont think there is a new L3+ and there probably wont be any new ones. There is no incentive to spend so much to develop new miners when the price have gone down so much. The risk wont payoff and will probably lead to losses. It is probably the same with the S9.
Dont forget chip dev times lag by at least 6mo to 1yr. Just because prices dont make sense now does not mean they werent spending millions for R&D when they were selling L3s by the thousands. Bitmain was certainly working on 16nm for scrypt after they shipped the L3s. Im already working with a 22nm 1w/mh chip.
I kinda doubt it. No offense but even if u get a better NM, u probably cant sell it cheap enough like bitmain can. Bitmain S9 is still better than T1 after all. L3+ is still the best and Inno's litecoin miner which is already at 16nm cannot beat L3+ 28nm anyways. It is too expensive. No point wasting money on it especially when the underlying coin isnt gaining huge value.
