This "developers" looks like a joke. They said that they want not pay money for listing to top exchanges, because this is expansive, but they promised top 5 exchange before ICO. And they raised 50 mln+ euro. 
The 5 exchanges they keep talking about are Hitbtc, Bancor, IDEX, Tidex and one more not disclosed yet I believe. Most of these exchanges are not that known so none of them will require high amount for listing so their excuse is not valid.
No, I think you didnt understand mate. They promised one exchange from top 5. (nowdays top 5 exchange are: Binance, Okex, CoinEx, ZB.COM and Huobi according coinmarketcap for today).
