Zcash will be targeted by governments if it becomes huge. No government can afford to have anynonynous transactions .
Most governments have anonymous transactions in the form of cash. Plus, many, if not most governments are ultimately a representation of the people living in the country. If the government decides not to allow anonymous transactions anymore, it is also because the people don't care enough about it, or even think it is a good idea.
