Jose Feliciano Lopez scams via paypal (cassie

What happened:: This guy with nick "osokrazy77" on localbitcoins asked to send me $54 via paypal for BTC. I thought he couldn't possibly be wasting time scamming on such a small quantity but nevertheless I asked for ID and proof of address because his addy on his ID was not the paypal verified address. He sent me (30 mins later) an obviously forged utility bill... I told him it was forged and refunded his paypal and he didn't say anything & just cancelled the transaction.

nobodytobe123 : I just refunded the payment. I suggest you cancel this transaction before it goes to the dispute process and you get perma-banned.
