As Lutpin explained before, you agreed to their rules that they can refuse any withdrawals, and that funds of blocked accounts cannot be withdrawn.
I personally don't agree with the rule either, and I think that it should be made clear what would happen to the funds of a blocked account, but that's another story.
I think it was made pretty clear what happens to funds from a blocked account.

From the FAQ: " Can I have multiple accounts?
No, only one account per person is allowed. Players with multiple accounts will be blocked and all funds, including investments, will be confiscated."

From the ToS: "4.3. Each player is authorized only one account. Users with more accounts, or players who use outside scripts to interfere with our bidding system, including but not limited to VPN services, will be automatically blocked. Blocked players cannot play or withdraw funds. "
Browsewrap agreements generally dont do well in court.
I dont think there is a clickwrap on registration, right? You should consider this just in case.

On top of that, if you attempt to access any deposit address on a freshly made account, you will see this screen:



So any user that either registered their account by attaching an email/password to it (opposed to the longid) or that made a deposit to their account has to accept the ToS by clickwrapping.
Users that did both have confirmed their agreement to the ToS twice, like the user in question did.
