You're guaranteed Legendary at 1030 activity (I think; I'm writing this from memory), IF you have 1000 merits.  So you're almost there with the activity, but you still need the merits.  I suspect by the time you get that 1000th merit, you'll turn legendary at the next activity period.  Someone correct me if I'm wrong.

Edit:  So IF you had the 1000 merits, you might be Legendary at this point, but it wouldn't be guaranteed.  I had to wait until about 1020 activity before I got that status, and that was before the merit system *whew*.
