To my understanding it is the soft and hardcap and from the look of things with the recent increase in the sales count we might see those targets getting achieved.
I like that they have set the hard cap at 1.5 mil which is quite smart if you ask me. I think in comparison to many other ICOs the low cap is a good sign that the team knows what they are doing and the low volume is enough to get to them to the profitable phase.

. Anyway, tokens sale is picking up now, it's bit slow but steady. I think the 500k is the target (hardcap) for the Pre ICO. For the following ICO the softcap is 10 million token. I dont know why someone said 1.5 million as hardcap.

yes Indeed. I think they can reach their cap given it is quite reasonable and they seem to be quite capable of executing based on what they mentioned on their documents. The sale is advancing steadily too.
