as the "mark.space bounty" campaign came to its end suddenly they changed the total amount and paid less than 5% of what was promised.

Where do you see rules changing?
WP states that recommended allocation for Bounty - 15M tokens(which is 0.5% of 3B tokens, which is clearly stated in WP in screenshot that you have shared).
It's our Bounty fund, which we will use for all period of Bounty campaign.
Bounty fund is NOT AN OVERALL ICO POOL !

We sold ~145M tokens. 0.5% of 145M is ~726 000 MRK.
