It is indeed an interesting project, but i believe it is best to buy during the ICO since it is when the price of token is cheap. Just a side story, I  known someone who hesitated to invest in Bitcoin way back 2009, I somehow talked to the guy and told me about the hesitation he has and how he regreted his decision of not buying because if he did buy, he could have profitted a huge amount of dollar. Same goes with potential ICO's especially when its token is backed by commodities and practical usage.
