Never take Paypal when selling BTC unless they have an extremely long history of trust behind them. Paypal will instantly reverse any transaction associated with BTC, so meeting in person, or any ID verification is completely irrelevant.
Your comment does not make sense to me. I've got scammed on eBay couple times but PayPal never refunded any cents to me. The seller always win and buyer loose.

PayPal is a reversible method of payment to anyone who knows how to manipulate the game, and unfortunately you're going to have a helluva time trying to convince this community that you're trustworthy just because of that simple fact. You're better off withdrawing to your bank and offering a wire transfer.
It'd be easier if you find a member who also lives in PA who would be willing to meet up with you. Have you tried LocalBitcoins yet? That also might be worth a visit.
Hope you find a way to safely trade. Again, IMO the best course of action for both you and the buyer is to set up a wire transfer.
