Wow. It's amusing to see the number of people who posted here and didn't even bothered reading what is OP's question. 
The problem is that the content of the post does not address the topic of the post and a lot of posters does not care to read the content.
Two "Legendary" posters who actually read the OP.... vs. about 30 Posters who didn't and just clicked "reply" and typed in variations of "you need X activity + X merit, blah blah ranks+merit blah blah read rules/FAQ blah blah" #irony
