Yes you're right. There are many ICOS coming every so that we don't know exactly if that ICO is legit. Because in my experienced, I scammed by a  ICO project because I think it was really legit but in the end l lost.
Even now, there's some ICOs that still legit so before to give your support on them, read their white paper and follow their news regularly.
