Do you think building a ATI 6950 rig would be a good idea?

You should better count with 450 KH/s (WU), but if You can´t get or afford anything better and the electricity is not big deal, It will be OK. You still can sell them in the future and buy something better. Look at my sig - its with what I am mining. Sad is that even that I can afford better mining equipment, there is nothing available in my country atm
