There are always two types of investors in the market, both in stocks and in crypto ones.
I guess 'weak hands' used to imply on investors who got panic feelings and sell at lows, almost at bottoms and feel scared to buy back.
Something sounds contrast with your ideas above.
Buying at over 30 satoshi will be good if at specific period, Dogecoin can rise to 50 satoshi or higher. Why not buying and taking profits?

When I mentioned 30 sat buy option,I was thinking on safe option,buying coins at the end of cycle.Sure, there are always opportunities to make profit on dips between two cycles,but that is too risky option for traders without a lot of experience, who cant identify when dip hit bottom price,because oftenly dips come in 2 ,3 or more phases.
