My previous account was banned and i'm already send several email but no reply. So i create a new and leave the previous account then focusing on this one 
No reason, proabably you mean plagiarism? If you got permanent ban, you aren't allowed to make new account, you banned as a person. Forum admins very rarely react to ban appeals, but it doesn't neans that you can use new account because they didn't replied.Anyway, your question was already answered, you can lock topic
