As you mentioned, a programmer can check and read the source code of every smart contract, My second question is: ICO Review websites can also include this as a proof the ICO will be trusted or not based on the Smart Contract. I never seen it rather than giving stars and comments. Wish there is a media that can review based on the source code aside from whitepaper, road map and concepts.

There is no ICO review sites which rate or audit smart contract of an listed ICO on their sites. All ICO review sites rate an ICO by looking through its vision, team, product, this rate is given by the site itself and its experts.
Some rare ICOs have smart contracts audited by 3rd trusted party, until now i only see 3 ICOs have this, one of them is Bob's Repair, their smart contract was audited by Hosho. Most of ICOs don't disclose their contract until you receive their Token. These ICO run via token sale dashboard on their websites, if you haven't receive your token in your personal wallet yet, your purchase amounts is just a number show on website dashboard. Smart contract audit is heavy technical work and nobody willing to do it free, and most of ICO don't want to disclose their smart contract during the token sale so i think, your wish can't be come real.
