it should be equal to about 4 of them at about the same power consumption.
Alternatively it could just be the equivalent of 2 minis already overclocked with better cooling. 6 connectors means it only has twice as many hashboards.
This wouldn't surprise me either. Another person here did a hardware breakdown of the Z9 mini and suggested it likely has even more headroom for even higher clock speeds but that bitmain was throttling it. They might simply be increasing this limit for the non minis. If it's really just 2 heavily stock OCd minis some folks are going to be pretty upset if they don't get that additional 60%.
