For this slow machine with 2 core, how could he achieve such a high RAC? Is there any trick we do not know?
On manasd, he has 18 machines and 38 procs, with a rac of 89828. To figure this out you would have to click on all his 18 machines. This one might not be representative to his full account.
RAC may look inflated, but it is very possible multiple identical machines got merged together. The In Progress count list would bear this out:

https://boinc.bakerlab.org/rosetta/results.php?hostid=339197472 in progress with 2 core processor. So, 36 identical machines merged together. Not sure about GPU count (?). Maybe some had GPUs but not all?
PassMark score for this processor is 2581. PassMark for 4c/8t i7-3770 is 9445 w/ a RAC of ~7k. So, you'd need about 8 Celerons (2 core) to be on par with i7-3770. Multiply 8 Celerons x 4 = 32 Celerons... 2 cores each and you got 72 in progress, or ~28k RAC.
