As what I know creating an infrastructure project is not that easy so I think they are just focusing in the development of the project. Besides we are in the bear market so focusing in marketing won't be efficient.

Yes, most of the projects are using large funds on their marketing and promotion and this has lead to some very bad projects get huge interest and then most of the values after the ICO dumps very fast. SO, I think for now this project should focus on the development of the platform which will get them some genuine supporters and investors and it can take the project to the moon.
