So a project with noone working on it has the same ability to advance as a project that has a active development team.

There is an IQ test for that sort of stuff. But it's not the general IQ test.
You would have to meet the active developers working on it and look at them coding away.
In person, not over a web forum. That also tests that they are human.
Have a drink with them and ask general, common knowledge type questions.
I only know one person IRL that I can actually have a conversation that is meaningful.
