Personaly I can say ICOs will be died only when government interfere and make it illegal in any country. It's one of the best way to raise funding for good projects.
But there are always a lot of loopholes in the law. Some jurisdictions deliberately provide doubtful companies with some outstanding legal opportunities because the only thing they need is $$$ money.
