As far as I know you have to apply and get approved for the beta but everyone is welcome to try.

Simply because in some countries you don't have access to retailers that are offered in beta.
Possibly. I always thought it would be because of delivery options for some of the retailers and possible government policy issues.
Those issues will appear for sure also.The way I understood it, you will be able to buy gift card globally, but you won't be able to use it globally and then problems happen.How will those situations be handled?
Most likely those gift cards will have to be refunded if there is no other solution?
I think issuing refunds is quite a tedious job and it would basicly kill the purpose of the project.There should be some better solution to this.Like restrict the gift cards in certain countries.
Restriction certainly for countries that do not support or do not have specific retailers, but there should also be solution to return a voucher if needed.
