Our devs took the web wallet down to protect you as it was a development version only and it was not stable enough.

They are working on another web solution at the moment and it will be available soon.

In the meantime if you need to transfer your coins you can use the GUI wallet on Windows or the CLI wallet on Linux and Windows.
