I never used Hitbtc exchange site. But i need to use it because one of my coins doing good there
But my elder brother told me hitbtc not safe totally , it stucked deposit money /Withdraw. What about now? is it safe now?

I think it's a little bit safe, but not that fully safe, I dunno why I just don't like that exchange, maybe because alot of altcoins listed there does not do well
