As I know there are many things to check when you want to know about ICO projects like network accounts, WP, Street Map, social world. There I also checked the ICO website to see how famous Smiley, I also need to check the amount of ETH or USD they collect in private or presale. After all checked maybe we just found out that everything will be fine and then from that I will spend money to invest Smiley.
