I think you're giving too much merit where it isn't exactly due. Sure it's difficult to program a site without programming knowledge. If I particularly wanted to, I reckon I could produce a site very similar (it wouldn't do anything for me though as I couldn't host it unlesss I was Wetsuit's neighbour
). A lot of it should be able to be handled with HTML, PHP, SQL and Javascript (with a python or executable script in the background running to send the transactions).
It's not really that much of a large scale server either, the website is about half a megabyte in its entirety...
