Unfortunately there does not seem to be enough legislation or international treaties in this regard given the decentralized and anonymous nature of cryptocurrencies, however there does seem to be some progress in some countries with respect to that possibility.
Yes, some countries has their own laws when it comes to cryptocurrencies. If it is recognized legally then there is a chance that those crypto-cheaters would be penalized but if there is none then there would be a little chance for it since no one would persecute them.

For example, in my country a new law has been approved that seeks to regulate the use of cryptocurrencies, which would imply that the user of them would benefit from legal protection against the risk of possible fraud, since the law is aimed at regulating the terms of service of those companies or organizations that accept cryptocurrencies to avoid them defrauding potential investors.
Our country grant some platforms licenses to operate crypto-related activities so maybe they already have applicable laws related to it that I am not aware of. Moving forward, it would be good for the crypto community to have legal implications because it would make some people trust it and then a possibility of investing on it too. As for those cheaters, I would be happy if they are penalized since they tarnished the reputation of cryptocurrencies.
