Obviously that will probably not have any exchange. First stable pools, then exchange. It has been said over and over again.
There is no technical relation between the pool and the Exchange. Doesn't matter what will be first.
And if there is problem with pool, nothing prevents to launch Exchange.
Otherwise, it looks like an excuse. Something like - we decided that pools must be first, so if we will have problems with pools during the year, we will not launch Exchange for a year.
