I would include this simple rule.

Rule Number 0: If the White Paper has poor formatting, typographical errors, random runaway paragraphs, either too much like an Journal Paper or too conversational, I would not trust the project. A lot of White Papers are just sales papers... They are not even good with their sales pitches  

Unfortunately, some people do not read White Papers before risking their investments.
