Every ICO nowadays needs must display a Telegram channel, that has become the fashion. But, is it really necessary to do so?
They find it easier to use and others might be just following the popularity and other ICOs are using for their own channel contact. It's necessary to have contacts with a representative from the ICO developers but it's not necessary to use telegram but most of the crypto folks are into it.

I'm asking because I came across a newly launched ICO whose Telegram channel displays the same two posts (about their ICO) repeated daily. They have about a couple of thousand subscribers, but no engagement, barring a few stray hi's and memes.
That's how marketing works, if that channel isn't for their FAQ's and a place to know more about their ICO it's only for bumping their channel and reminding people who joined their telegram channel.
