Couldn't a person buy powr outside of Korea... From binace at 0.35 for example and sell it to a Korean for like 1.50 in Korean won. And change it back to usd?
First you should look over Upbit there it is trading at normal price like other exchanges but don't know what is happening at Bithumb. There is strange activity in trading after the hack event maybe there are not processing the withdraw/ deposit request there. A person from Korea can tell us what is going on there.
